ONE YEAR OF THE NEW CNEL

The work done so far in the 11th Term

During the Assembly held today, one year after the establishment of the 11th Term, a report on the first year of the new CNEL was presented to the councillors. The document provides an analytical overview of the work done so far.

REVITILISING INTERMEDIATE BODIES

The new presidency began on 21 April 2023 with the appointment of Renato Brunetta, within the framework of the 10th Term in prorogatio. This was followed by a complex process for the renewal of the Council. This transition phase that represented a bridge between the old and new Term, which took office on 22 September 2023. Two phases, therefore, united by a single vision: to revitalise intermediate bodies.

RESTORING CNEL’S INSTITUTIONAL PREROGATIVES

First of all, the necessary steps were taken to establish the new Council, immediately setting a priority objective: to restore CNEL’s institutional prerogatives. CNEL regained its functions with Law 56/2024.

MINIMUM WAGE: A TEST FACED WITH A SENSE OF RESPONSIBILITY

On 11 August 2023, Prime Minister Giorgia Meloni asked CNEL to provide a document of analysis and proposals on the matter within 60 days. This document was prepared in the following weeks and then approved in plenary on 12 October. This was a crucial step for the new Term, challenged by one of the hottest and most polarising topics in the political debate.

PRISONS: TRAINING AND WORK FOR ZERO RECIDIVISM

Another important area in which CNEL has engaged concerns prisons. In agreement with the Ministry of Justice, the “Zero Recidivism” programme was launched to promote education, training, and work both inside and outside prisons. A significant milestone in this initiative was the working day held on 16 April 2024. A CNEL draft bill was then prepared, and a permanent Secretariat was established.

A RECOGNISED ROLE

Many topics and internal bodies were activated to follow the various areas. Over the next three months, this commitment will lead to more than 50 outputs, including events and documents. This effort has been complemented by the recognition of CNEL’s role, as exemplified by its inclusion in the Governing Body for the Special Economic Zones (ZES) and the National Recovery and Resilience Plan (PNRR).

The dialogue with other institutional stakeholders has also continued with great intensity: during the 11th Term, 36 agreements were signed, in addition to the 8 agreements signed during the prorogatio period.

THE STRENGTHENING

In recent months, significant work has been carried out to strengthen the organisational and administrative structure, governance, personnel and facilities. To this end, the Conference of Commission Presidents and Coordinators was also established, along with the activation of the Board of Experts.

Progress was also made on the digitisation front. Structurally, important measures have been implemented to restore CNEL’s dignity as an "institutional place.

RECEPTION

CNEL relaunched its activity aimed at younger generations through the "Open Days" project, which saw the participation of three schools from Rome. On 9 July 2024, Villa Lubin also launched the season of presenting National Collective Labour Agreements at CNEL, hosting

the signing of the first unified National Collective Labour Agreement for Environmental Services.

In the first year of the 11th Term, more than 70 events were held at Villa Lubin, aimed at enhancing CNEL, its network and activities.
