CNEL, 12 NEW DRAFT LAWS IN A YEAR OF ACTIVITY
Twelve new bills in addition to the 22 filed in the previous 60 years of activity, 39 official documents, of which 20 addressed to the Government and Parliament in the form of Observations and Proposals, 187 initiatives hosted in the halls of Villa Lubin, with over 11,000 participants, 78 hearings of representative organizations on current issues, but above all over 25,000 questionnaires completed by citizens in the first two public consultations, on the future of Europe and road safety. In addition to these, there are the numbers of the National Contracts Archive (909 registered agreements) and those of the international activity where the CNEL, also through its advisors, has once again become an authoritative voice at the EESC, the European Economic and Social Committee, which last June chose Italy for its annual meeting.
These are some numbers relating to the activity carried out in 2019 by CNEL, whose new course started in June 2018 with the establishment of the “X Consiliatura”.
During this year, the CNEL has become once again the "constitutional house of participation" as the constituent Fathers had imagined it first, and envisioned by the n. 936 law of 30 December 1986.
One of the main sectors of the CNEL is the Archive of national collective agreements and the related database, which amounts to over 40 thousand records and guarantees the conservation of a very valuable heritage of data which, thanks to a new software, is more accessible to everyone and is unique in the production of data in the PA.
Another significant change compared to the past was the monthly periodicity of the Meetings, which became necessary following the intensification of the preliminary investigation, such as the internal Commissions (52 sessions) and above all the number of formal documents produced.
"The partecipation of citizens in the two public consultations conducted with the contribution of the intermediate bodies, has been relevant when compared to similar initiatives in other countries or in the EU itself and shows on the one hand that there is a valuable demand for participation and on the other that there is an operational capability of the CNEL to intercept it and insert it into its own investigative processes”, explains the president Tiziano Treu. "The programming principle has been the founding element of all our actions, at an organizational, functional and institutional level - he adds - At the same time, a general reform of the Council regulations was implemented, based on overcoming every obstacle detected along the way of a full recovery of operation, following the activation of a considerable consultation process, among others, of the General Advocacy of the State and of the Council of State, which would prepared the ground for an intense exercise of tasks entrusted to the CNEL by our Constitution ".
Besides, anticipating some of the new commitments for 2020, the president has added: “From January, we will work on three fronts in particular: welfare and pensions with the technical group that will work on a legislative proposal and the difficulties of the production system, with respect to which we want to establish the productivity board with the most relevant competent institutions, and the support for the conference on the future of Europe as already agreed with Minister Enzo Amendola ".
