Simplifications: reducing regulations and pointing on digital

The CNEL considers it appropriate to intervene on 4 thematic areas: the first on the strengthening and enhancement of the skills of the Public Administration (PA) staff, the second on the reduction of the time for exercising the self-protection of the PA and the single code of national collective labour contracts (on this issue the CNEL has presented a bill under discussion in Parliament); the third area concerns the priority processes to be reviewed, such as the revision of the public procurement code, the modification of the crime of abuse of office and the role of ANAC (National Anti-Corruption Authority); the fourth is on the implementation and development of digital platforms and digital identity.

The text says that “with reference to the relationship between the State, citizens and businesses, it's a priority that the stability of the interventions put in place by the Administrative bodies for a medium-long period is guaranteed. The definition and stability of the perimeter in which to operate are essential conditions for investments and for the planning and organization of work. In compliance with the principle of transparency, the construction of a single portal for all administrative bodies is essential, to publish the interventions envisaged by the individual measures adopted, the time schedule for the realisation of the planned interventions, the progress of their implementation every six months, the costs incurred for the realisation and indication of the expected and achieved results".

In commenting the document, President Treu stressed that "the regulatory measures introduced in Italy in recent years have not been sufficient to improve the quality of the internal organizational processes of the Public Administration or to guarantee a certain satisfaction of the users. This has prevented the emergence of a real work of rationalising decision-making processes and has led to sporadic, often disordered, interventions aimed at eliminating process steps, rather than simplifying them.

Digitisation and interoperability of databases are priority axes from which to start. From the methodological and implementation point of view. It is also necessary, for each project, to substantiate specific actions and timing, to provide semi-annual checks on the progress made by each administration, with an Observatory in which the social partners participate in relation to larger projects. This Observatory could be set up at the CNEL. All simplification interventions cannot and must not take place to the detriment of legality”.
