Organized with the Labor Commission of the Chamber of Deputies and the Committee for the 8th Centenary of the Death of Saint Francis
CNEL, together with the Chamber of Deputies’ Public and Private Labor Commission and the National Committee for the 8th Centenary of the Death of Saint Francis of Assisi, hosted an afternoon of study and reflection on the value of fraternity in work and the economy. The event coincided with World Fraternity Day, established by the United Nations General Assembly in 2020 to promote intercultural and interreligious dialogue, inspired by the Document on Human Fraternity signed by Pope Francis and Grand Imam Al-Tayyeb in 2019 in Abu Dhabi. The day aims to foster mutual understanding, respect, and tolerance among people, nations, and cultures.
For the occasion, the façade of Villa Lubin was illuminated in blue.
The study meeting featured speeches from CNEL President Renato Brunetta; Walter Rizzetto, President of the XI Labor Commission of the Chamber of Deputies; Francesco Occhetta, Secretary General of the Fratelli Tutti Foundation; Luigino Bruni, Professor at LUMSA University and Vice President of The Economy of Francesco Foundation; Valentina Rotondi, Professor at SUPSI University in Lugano and Oxford University; and Davide Rondoni, poet and President of the National Committee for the 8th Centenary of the Death of Saint Francis of Assisi.
The main focus of the event was the CNEL draft law on Fraternity in the Workplace, currently under parliamentary review, and the Global Fraternity Index, developed by The Economy of Francesco Foundation with contributions from LUMSA University.

THE CNEL DRAFT LAW
On July 24, 2025, the CNEL Assembly approved the draft law “Provisions for Enhancing Human Fraternity in the Workplace,” submitted for parliamentary review to the XI Labor Commission of the Chamber of Deputies. The draft law reflects the labor-oriented principle of the Italian Constitution, which implicitly refers to fraternity—a cornerstone of modernity.
It is an invitation to citizens, entrepreneurs, workers, institutions, social partners, and policymakers to return to the heart of modern humanism, which loses its full meaning when its threefold dimension (‘liberty, equality, fraternity’) is forgotten.
The draft law aims to promote initiatives that concretely implement the value of fraternity in the 21st century, including harmonizing work and life, fostering civil corporate welfare, encouraging employee participation in company management, and promoting codes of ethics and conduct aligned with the principle of fraternity.
THE GLOBAL FRATERNITY INDEX
On November 30, 2025, The Economy of Francesco Foundation—a movement of young economists launched by Pope Francis in 2019—presented the First Global Report on Fraternity. While fraternity is a fundamental moral and social value, it had never been measured systematically.
Using an innovative international data-based indicator, the report analyzes the level of fraternity within and among global economies. Rooted in the legacy of Saint Francis and the teachings of the encyclical Fratelli Tutti, the report clarifies the contemporary meaning of “fraternity” and encourages a rethinking of development, work, cooperation, and collective well-being.
