CNEL'S REPORT TO PARLIAMENT AND THE GOVERNMENT ON THE LEVELS AND QUALITY OF SERVICES OFFERED BY CENTRAL AND LOCAL PUBLIC ADMINISTRATIONS TO BUSINESSES AND CITIZENS - YEAR 2022

On 4 July 2023, at the The “Plenaria Marco Biagi” hall of Villa Lubin, in the presence of the President of CNEL, Renato Brunetta, and the Minister for Public Administration, Paolo Zangrillo, the presentation of the '2022 Report to Parliament and the Government on the levels and quality of services offered by central and local public administrations to businesses and citizens'.

An evaluation of the services rendered by the PA to citizens and businesses assumes even more importance in the light of a historical period during which it was necessary to respond to enormous challenges with a marked social impact. The consequences of the Covid-19 pandemic - which has given rise not only to a health crisis, but also to a social and economic one, as well as the need to promptly implement the National recovery and resilience plan (NRRP) and the implications of the conflict in Ukraine, first of all the energy emergency which as a result - have given public services a renewed centrality. This is both because these global events have constituted a sort of stress test for the entire public system and because there has been a strengthening of the relationship between the population and the PA on the basis of which it is possible to build a new systemic model of services rendered to citizens that is simpler, faster and more efficient.

“Since 2009, with a law that I promoted in the years in which I assumed the office of Minister for Public Administration and Innovation, the CNEL has been entrusted with the mission of drawing up this Report on the services provided by the PA in order to optimize the productivity of public work, as well as the efficiency and transparency of public administrations”, said the President Renato Brunetta at the opening of the presentation work. “The Report - he continued - is the result of a process of profound review of the activity of the PA which saw the introduction of policies closely connected to the needs and requirements of the community. The objective of this document is therefore to evaluate the performance of public services, so as to highlight their trends annually”.

Speaking at the meeting, the Minister for Public Administration Paolo Zangrillo recalled “the strategic role that in this historic moment is assigned to people, to those who, for various reasons, perform a public function. We have a great responsibility to start a new season with team spirit and together lead the way towards modernization processes never seen before”. “The biggest challenge - he added - is to make the public administration attractive especially for our young people”. With this aim, he underlined the work done “on procedure for a public competition: before the pandemic, the average duration was close to 780 days, now the time limit set is six months”. Zangrillo also highlighted “the ongoing process of listening, discussion and even learning” with the subjects involved, “if we want to do a good job of modernizing the PA. The public administration is a complex organization, made up not only of counters and documents, but capable of moving the country's fundamental ganglia, of developing innovative projects, of responding to new needs. The image that is often given to us is of a 'defensive' administration. We are working to reverse this narrative.”

According to the President of ISTAT Francesco Maria Chelli, who also spoke at the presentation, the document “makes available to citizens and policy makers a broad and structured information system on the services that are offered by the Public Administration. It is an endeavour in which ISTAT participates with conviction and which every year is an opportunity for constructive exchange and debate with the administrations, scholars and institutions of civil society”. CNEL Councillors Efisio Espa and Alessandro Geria summarized what emerged from the Report with the following words: “During 2022, faced with the challenges of the post-pandemic, the energy crisis and the start of the complex implementation of the NRRP, the public administrations once again showed a significant capacity to react. And this despite the presence of structural weaknesses accentuated with the blockage of turnover in the pre-Covid years”. Among the topics dealt with, space was also given to local authorities (with Emanuele Padovani, full professor of business economics at the University of Bologna, who highlighted the strong trend towards a decrease in personnel in administrative structures and the simultaneous increase in spending by Municipalities and for welfare regarding to the protection of minors and the disabled. On the other hand, welfare spending for the elderly is decreasing), the mapping of nursery schools (Cristina Stringher, INVALSI researcher, underlines the achievement of the 33% target indicated by the Lisbon Council also thanks to the 4.6 billion made available by the NRRP for services 0-6 years), measures to combat tax evasion (for Maria Teresa Monteduro, director of the Economic-Fiscal Studies and Research Department of the Ministry of Economy and Finance, “the generalized obligation of electronic invoicing, recently extended also to self-employed workers on a flat-rate it is a novelty that places our Country among the most innovative, because it allows the financial administration immediate controls over the entire supply chain”) and the digital transition (Monica Gabrielli, head of Sogei's Strategy and New Initiatives Development Department, underlined that “in 2022 the foundations were laid to allow the Public Administration to interoperate, both from an organisational, semantic and technological point of view”, to then place the accent on the establishment of the National Strategic Pole and on the activation of the NDDP, the National Digital Data Platform). Furthermore, Paolo Onelli, manager of the General Directorate for the fight against poverty and social planning of the Ministry of Labour and Social Policies, stated that “the process of defining the ELSS (Essential Levels of Social Services), developed over the years, is giving its results also thanks to a planning that takes into account the relationship between the objectives of the essential levels and the financial resources available”, while Laura Roccella of the Bank of Italy recalled the efforts made to follow up on the support measures for businesses and households to overcome the energy emergency, also focusing on spending on social services which, she explained, “ it constitutes a pillar of national welfare and in 2022 it reached the record figure of 9.7 billion, with an increase on trend basis of 2%”.

“The 2022 Report - specified Brunetta - makes use of the contributions of strategic Public Administrations, among which, Department of Public Function, Agency for the Negotiating Representation of Public Administrations (ARAN), Ministry of Economy and Finance, Ministry of Justice, Ministry of Labour, Ministry of Environment, National Social Security Institute (INPS), National Anti-Corruption Authority (ANAC) and of Institutions technically capable of providing concrete elements for the evaluation and measurement of public policies, such as the National Statistical Institute (ISTAT), the Bank of Italy, the National Agency for the Evaluation of the University System and Research (ANVUR) and the National Institute for evaluation of the education and training system (INVALSI). A document which therefore intends to express the perception of citizens and users regarding the quality of services, the needs that come from the community, including those that arise from major events that mark the life of peoples and individuals, as happened with the pandemic, with the resulting global economic and financial crisis and with the conflict in Ukraine”.

“This document - concluded President Brunetta - assumes even greater value due to the fact that a Body of constitutional importance, in which experts in the sector operate and where a multiplicity of users of PA services are represented, is responsible for drafting it. The task of carrying out this survey on public services was, in fact, entrusted to the CNEL precisely as the bearer of the interests of the community in its heterogeneous articulations, represented by the intermediate bodies. Not a simple fulfilment, therefore, but a complex, articulated and punctual work, which makes use of statistical and economic measurement tools, through which the CNEL confirms its vocation as a center of expertise and designated place for meeting and social dialogue aimed at analyze contexts and areas that are decisive for the Country, identifying at the same time solutions and operational proposals to constantly and fully implement the Constitutional Charter”.
