REPORT OF THE FIRST YEAR ACTIVITY OF THE TENTH COUNCIL
The tenth Council of the CNEL took office on June 5 2018, and during the last year it produced 4 draft law, 27 technical documents, 155 exchanges of views with over 100 organizations and 8 thousand citizens, a database with 885 contracts of work.
With regard to the legislative initiative, the CNEL presented to the Senate 4 draft law on the establishment of “Single code for national collective bargaining agreement” and on the establishment of the “National Productivity Board”
As a consultative Body of the Government and Parliament, the CNEL has prepared 27 documents as follows: 3 Opinions, 13 Observations and Proposals, 4 Reviews (Notebooks, scientific papers and publications), 4 Guidelines, 2 programs on issues concerning the Economic and Financial Document, the minimum wage, the European Pillar of Social Rights, poverty, the opening of commercial establishments, European funds.
These documents, which are the result of the statistical analysis and scientific processing carried out with the contribution of the Social Partners, represent a wealth of knowledge made available to institutional Bodies appointed to take political decisions.
To these activities is added, as required by law, the “Annual Report on the Labour Market” and the “Report on the quality of services offered by the Public Administration to businesses and citizens”.
Both reports provide competent Institutions and the scientific community with information on two crucial sectors for the Country's development.
The CNEL has continued to collect and update the “national archive of collective bargaining agreements”, which currently number 885 and has proceeded with the systematization of the database, which today represents an indispensable tool for verifying and countering distortive phenomena such as contractual dumping.
At the CNEL, 53 hearings were held with public and private institutions on topics such as logistics (27), industrial policy (12), fiscal and tax policy (1), equal opportunities (13). These hearings, carried out at the request of the productive and social partners, are aimed at drafting laws and technical reports.
155 conferences were organized with over 100 organizations, which were attended by around 8 thousand people. To these numbers must be added the results from the first public consultation on the future of Europe, to which 13,500 citizens responded, including thousands of young people, involved by the Ministry of Education, University and Research, who presented at the CNEL their expectations on Europe.
Although the Italian Council is still under attack, the results of this year's work show how the CNEL can play a very important function for democracy and that the point is not to abolish it, but rather a commitment to make it work at its best for the institutions, also strengthening its tasks in harmony with the times.
