Hearing before the Senate Labour Commission on the subject of the "minimum wage"
The CNEL reiterated that in the discussion on the minimum wage the principle of social dialogue must be taken into account. Therefore, every legislative initiative on minimum wages should be preceded by the definition of rules on representativeness, by a deep and significant involvement and discussion with the social partners, also to combat the practice of social dumping.
Comparative experience shows that, where minimum wages are fixed by legal means, this occurs after a preliminary investigation process assigned to a specific tripartite commission or other forms of social dialogue. The minimum wage set by law and the instruments of validity erga omnes of the minimum fixed by collective agreements, can coexist within the same legal system. However it would be desirable to keep the two measurements on well-defined tracks.

Tourism is a strategic and important sector where globalization is acting positively on the amount of work and growth. But this potential to be managed because the major platforms for bookings tend to become oligopolies and then pose competition problems. The phenomena of contractual dumping and the spread of irregular work are worrisome. Precisely because of the fragmentation and complexity of the system, this is one of the areas where there is a greater need to avoid downward effects on working conditions and rules.
